It is the governmental center of county and most crowded city in Miner County.
The first pioneer settlement at Howard was made in 1879, however the town of Howard was established in 1882, shortly after the Southern Minnesota Railway was extended to that point. The town/city was titled for Howard Farmer, a pioneer settler. In 1883, when Miner and Sanborn counties were organized, the town was titled the governmental center of county of Miner County. One of the first known photographs of a tornado is an image of the 1884 Howard, South Dakota tornado. The first enhance library in Dakota Territory was the Howard Public Library, chartered in 1886. Howard became the first municipality in South Dakota to own and operate its own wind turbines in 2001. Howard is positioned southeastern South Dakota at 44 0 38 N 97 31 35 W (44.010422, -97.526435). The town/city is situated on South Dakota Highway 34.
According to the United States Enumeration Bureau, the town/city has a total region of 0.95 square miles (2.46 km2), all of it land. The Howard School District (encompassing most of Miner County and small portions of Mc - Cook, Hanson, and Kingsbury counties) is based in Howard. The precinct operates Howard Elementary School, Howard Jr.
