It is the governmental center of county of Tripp County. Winner also serves as the administrative center of neighboring Todd County, which does not have its own county seat. The nearest airport is Winner Regional Airport.

Winner was laid out in 1909, and titled for the fact the town had emerged the "winner" as the county's most prosperous trading point. According to the United States Enumeration Bureau, the town/city has a total region of 2.20 square miles (5.70 km2), all land. Winner, positioned in the south central part of the state, features a climate type (Koppen Dfa) often described as a hot summer humid continental climate.
